Reforms to increase Ghanaian ownership and control over mining assets were announced in February 2026. Africa's largest gold-producing country introduced a new sliding-scale royalty replacing the flat 5% rate, starting at 5% and rising to 12% based on gold prices; the phasing out of development agreements and the review of stabilization clauses; the revocation of over 300 licences improperly acquired; and a new medium-scale mining licence intended to enhance Ghanaian participation in the mining sector. The government has also banned mining in forest reserves.
Guinea
The Ministry of Mines revoked 41 quarry exploitation permits in March 2026, citing expired licences and non-compliance with the revised mining code.
